The best choice for cushioning is an insole that includes at least one layer of EVA foam. Off the shelf insoles may assist by providing cushioning, but they won't do anything to resolve over-pronation. Luckily custom orthopedic insoles are now a lot more available (and a lot more affordable) than they used to be. Where getting a pair used to mean visits to a specialist and a slow, messy process involving plaster casts, new technology means they can be ordered online for not much more than the cost of high-end off the shelf ones.
